Jobs + Skills Summit: Creating More Opportunities for More Australians

Formation of Australia’s Outsourced Employment Services Model: Considered a radical experiment, Australia moved to a fully outsourced employment services model in 1998. The move to the outsourced model followed a long history of incorporating outsourced labour market assistance alongside the Commonwealth Employment Service. Significant escalation in the use of outsourced labour market assistance occurred under the Whitlam Government following the recession of the early 1970’s…

Digital Protections Framework

The National Employment Services Association (NESA) believes as the role of digital service delivery in employment services increases; so does the criticality of ensuring adequate protections for Participants and other systems users. NESA recognises Participants engaged in Commonwealth employment service programs are to some extent required to interact digitally with a growing proportion of Participants solely receiving employment services digitally. Technology offers many potential benefits but is not without hazards which have potential to have significant impact on people.

NESA's Response to the DSS 2021 Formal Performance Assessment – Draft Industry Information Paper

NESA received immediate and a significant volume of feedback from members following the initial release of the Draft IIP in late December 2020, and again with the re-issue on 9 July 2021. The issues and concerns identified then related to the lack of Star Ratings data, the introduction of a new Star Ratings methodology, concerns around undertaking a performance assessment exercise during the COVID-19 pandemic, and a lack of clarity around the actual assessment process.

NESA welcomed the decision taken by the Department following the July consultation to ‘take a step back’ and review
the proposed timing and process…

NESA's Response to the Exposure Draft for the New Employment Services Model 2022 Purchasing Arrangements

The National Employment Services Association welcomes the opportunity to provide feedback on the Exposure Draft for
the New Employment Services Model 2022 Purchasing Arrangements (DRFP NESM). NESA acknowledges that the
DRFP is the culmination of an extensive process which commenced in 2018 to design the Next Generation of Employment Services. A considerable investment of time and expertise by a range of stakeholders including an Employment Services Expert Advisory Panel, 560 participants in consultation sessions and 451 written submissions contributed to the development of a new model of employment assistance. The consultation process culminated in the release of the I Want to Work report in 2018 which provided a blueprint for New Employment Services…

NESA Submission to the Senate Inquiry Social Security Legislation Amendment Bill 2021

The National Employment Services Association (NESA) welcomes efforts to modernise and streamline Australia’s social security law. NESA recognises that it is imperative that our social security laws are accessible and transparent with unnecessary complexity removed so they can be easily understood by the citizens and stakeholders they impact. It is also critical that the currency of laws are maintained, reflect the contemporary environment in which they are applied and they enable the implementation of improvements to policy and program responses to address issues such as unemployment...
